What does subsidiarity mean. - Definition from Wikipedia.org :
Subsidiarity is an organizing principle that matters ought to be handled by the smallest, lowest or least centralized competent authority. The Oxford English Dictionary defines subsidiarity as the idea that a central authority should have a subsidiary function, performing only those tasks
which cannot be performed effectively at a more immediate or local level. The concept is applicable in the fields of government, political science, cybernetics, management, military (Mission Command) and, metaphorically, in the distribution of software module responsibilities in object-oriented programming (according to the Information expert design guideline). Subsidiarity is, ideally or in principle, one of the features of federalism.
The word subsidiarity is derived from the Latin word subsidiarius and has its origins in Catholic social teaching. The concept or principle is found in several constitutions around the world (see for example the Tenth Amendment to the United States Constitution[citation needed]). It is presently best known as a fundamental principle of European Union law. According to this principle, the EU may only act (i.e. make laws) where action of individual countries is insufficient.
The principle was established in the 1992 Treaty of Maastricht, and was contained within the failed Treaty establishing a constitution for Europe. However, at the local level it was already a key element of the European Charter of Local Self-Government, an instrument of the Council of Europe promulgated in 1985 (see Article 4, Paragraph 3 of the Charter)[citation need

As far as I can tell the encyclical does not use the term Globalism. If you search
under this term on Google you will find about 800,000 references and Yahoo has more than 4 million searching under Globalism. As
far as I know, the encyclical does not define the term globalization to any great extent too. I noted it describing globalization
as a phenomena. We do not need any conspiracy theories to know that globalization is a masterful design by powerful forces outside
of the will of the people and any real democratic process. Its main tool is so called free trade which
is not trade as historically practiced and defined. Free trade is mainly about the globalization of production
to fit the globalization of money - see our Flat World review at http://tapsearch.com/flatworld. The encyclical seemingly assumes the authenticity of globalization and other global international
entities too without any real authentication.
We need to know that a new "ism" is actually active
in a global economic arena in the form of Globalism. It does not carry with it a portfolio or a described
idealogy as other isms have but it is certainly real and it is here. The elder President Bush announced a new world order
and his formation of it was based on free trade. Many associate the term with a conspiracy by elite groups to control
the world's wealth and therefore the world in general. A must read is Confessions of an Economic Hit Man by John Perkins
( see http://www.bizarrepolitics.com/confessions-for-history. Perkins provides adequate proof of an existence of powerful forces like this controlling events outside
any channels of news or reporting . Most news channels do not report any of this and in fact, they avoid it like a plague.
President Roosevelt said economic diseases are highly communicable. We now see how true this is with the
whole world under siege by unusual economic forces outside the flow of any natural economic processes. I had hoped the Pope
would have noted this in some way. Pehaps he will later on. I find it difficult to believe he has not had any opportunities

I certainly can not understand the encyclical connotations related to the term subsidiarity
with all this unnanswered. If subsidiarity is about deciding things at the lowest level possible according to the
common good, something is not adding up the way it should.
